Why limit yourself to circles? You can use any of the shapes that come under the Selection Tool and the Preset Shapes. Play around with the bevels and with the width of each frame. You are only limited by your imagination.
You can even animate your frame. Just merge all the layers and duplicate it twice. Then add your sparkles or whatever. Save it as a psp file, make sure that none of the layers are hidden. Then open Animation Shop use the animation wizard to open your psp file and there you go.
