You will need a copy of PSP 7 to do this tutorial.  No Plug ins are needed.

Step One

Open the picture you want to frame and go to Image/ Image information to find out it's dimensions.  Choose the smaller of the two and make a new image that is the same width and height as this dimension.

In this tutorial I am using The Lily Fairy by Luis Ricardo Falero (1851-1896)

Since its width is 365 pixels, that is what I am going to make my square.

Step Two

Use your selection tool set to a circle and starting in the middle, draw a circle that fills the whole image.  Now flood fill it with a solid color.

Step Three

Go to Selections/Modify/Contract and set to 5 pixels.  Then delete.

Step Four

Use your magic wand and select the thin ring you have left.  Flood fill with a gold gradient or another color, gradient, or pattern you wish.

Step Five

Go to Effects/3D Effects Inner Bevel and add the following bevel.   

Step Six

Use your magic wand a select the inner part of the circle.  Flood fill with a solid color.

Step Seven

Go to Selections/Modify/Contract and set to 15 pixels.  Then delete.

Step Eight

Use your magic wand to select the part of the ring you just created.  Flood fill with a solid color, gradient, or pattern of your choice.  I set the image I am going to frame as my pattern.

Step Nine

Apply the same inner bevel from Step Five.

Step Ten

Use your magic wand to select the inner part of your circle again.  Flood fill with a solid color.

Step Eleven

Go to Selections/Modify/Contract and set to 5 pixels.  Then delete.

Step Twelve

Use your magic wand and select the thin ring you have left.  Flood fill with a gold gradient or another color, gradient, or pattern you wish.

Step Thirteen

Apply the same inner bevel from Step Five.

Your Frame is now finished.  Now to add your picture.

Step Fourteen

Use your Magic Wand to select the center of your frame.  Go the your layers palette and add a new layer.  Move this layer to the bottom.

Step Fifteen

With your new layer selected go to Selections/Modify/Expand and set to 1 pixel.

Step Sixteen

Choose your Clone Tool 

Set it so that its size is 50.

Step Seventeen

Go to your image you are framing and decide what part you want in your frame.   Right click above and to the right of that spot.  The red x below shows the area where I right clicked.

Step Eighteen

Now go to your frame and start at the upper right hand side just beyond the inside edge of your frame and left click.  Without releasing your mouse button fill in the circle with your image.

Step Nineteen

Add a new layer.

Step Twenty

Go to Effects/3D Effects/ Cutout and use the following settings.

Step Twenty-one

Add a new layer.

Step Twenty-two

Apply the cutout again except change the offset to -4.

That is it.  You can now save as a gif, using the existing image.  It will have a transparent background.
